Problems, Practices, and Perceptions Regarding Energy Consumption in Housing. Part A: Analysis and Commentary on the Results of a Nationwide Survey

The phenomenon of energy poverty, i.e., the inability of households to access the most basic energy services for adequate heating, cooling, cooking, lighting, and the use of household appliances, constitutes a chronic problem for Greece. This issue experienced a sharp deterioration during the economic crisis. In recent years, the pandemic and geopolitical developments on the one hand, and weak state interventions at both regulatory and welfare levels, have led to an unprecedented intensification of the problem.

The above underscores the necessity for both a detailed recording of the spread of the phenomenon of energy poverty and an in-depth study of its characteristics, as well as an evaluation of the interventions and policies implemented to mitigate it over time.
